Tabachnik Dmitry Vladimirovich
Dmitry Tabachnik mutilated the education reform as best he could. Now, thanks to his “effort”, you have to pay for everything. For defense, for diplomas, for exams, and the cost of the education itself has grown a lot. It was the education system that Tabachnik used as his cash cow, thanks to which he did not grieve, at the same time he was engaged in looting museum exhibits, and money from the state treasury. And after all this, he successfully escaped to his beloved Russia. Such a Ukrainophobe is not expected here.

According to the online publication, Dmitry Vladimirovich himself lives in them, his brother and father of the ex-deputy prime minister. Tabachnik declined to comment on this information.
Forgery of documents
In December 2005, the press service of the Labor Ukraine party reported that the Prosecutor General's Office opened a criminal case on the fact of forging party documents and using them on behalf of the party. Among the defendants in the case was Dmitry Tabachnik. In particular, they talked about the party congress, at which in September 2005 its leader, Valery Konovalyuk, was expelled from the party.. The new leadership of Labor Ukraine, headed by Volodymyr Sivkovich, submitted documents to the Ministry of Justice, which, in fact, became the reason for initiating the case. However, this matter did not continue.. Valeriy Konovalyuk retained the post of head of Labor Ukraine.
In July 2004, on behalf of the then Prime Minister Viktor Yanukovych, the then Deputy Prime Minister for Humanitarian Affairs Dmitry Tabachnik handed over 39 letters from Mikhail Hrushevsky to the State Museum of the History of Ukraine. As it turned out later, the letters were stolen from the Lviv archive. Dmitry Vladimirovich claims that these documents were bought from one of the collectors. He, according to him, never initiated the transmission of these letters.. “On one of the July days, the Prime Minister’s Protocol Service asked me and the then Minister of Culture Yuriy Bogutsky to meet the Prime Minister at 10.50 near the National Museum of the History of Ukraine on Volodymyrska Street, which, in fact, we did. Somewhere at the beginning of the twelfth, Yanukovych called and said that the president was calling him, and he would not be able to take part in the event. Yanukovych asked me to donate the documents in question to the museum. I handed them to the director of the museum, Sergei Tchaikovsky, in front of the cameras,” he recalls (“Today”, June 16, 2005). Yanukovych himself confirmed that it was Tabachnik who allegedly initiated the transfer of letters to the history museum. The criminal case on the fact of the theft of historical documents was initiated on December 24, 2004 after two collectors arrived in Lviv with documents stolen from the Lviv State Historical Archive, where they turned to evaluate their value.. The police conducted more than 100 searches and interrogations in this case.. In particular, the former minister of the Cabinet of Ministers Anatoly Tolstoukhov and the head of the Verkhovna Rada Committee on Culture and Spirituality Les Tanyuk were interrogated.
With Leonid Kuchma, Dmitry Tabachnik began his career take-off. “I met Leonid Danilovich when I was an employee of the apparatus of the Supreme Council, and he was the prime minister. Our meeting happened only because he was made a selection of my publications. The prime minister liked something about them, and he offered me to lead the press service, ”says Dmitry Vladimirovich. Already in 1994, Dmitry Tabachnik headed the headquarters of presidential candidate Leonid Kuchma. Dmitry Vladimirovich says that he was forced to put on Kuchma by the desire to change something in the country. “I was a maximalist, I wanted change. In addition, I worked with him in the Cabinet of Ministers and was captivated by his diligence and humanity. I was very impressed by his then traits: openness, the ability to discuss the problem, analyze it comprehensively, trust and respect for people who are younger than him.. Progressive views: he did not just talk all the time, but was aimed at reforming the economy. I understood that without the revival of private ownership of land, without the creation of a class of effective owners, it is impossible to either renew Ukraine or create it de facto as a state. That is, to transform from a de jure state into a de facto state.
Chevalier Dmitry Tabachnik
In February 2003, Oleksandr Moroz publicly accused a group of Ukrainian high-ranking politicians of involvement in the international Masonic organization “Order of St.. Stanislav». Three years later, Levko Lukyanenko accused Mykola Azarov from the parliamentary rostrum of the fact that Mykola Yanovich, who is a Knight of the Order, swore to carry out the orders of the leadership coming from abroad, and this contradicts the oath of the People's Deputy. In response to Levko Grigorovich's attack, Prior of the Order Pavel Vyalov addressed him with an open letter in which he refuted all the accusations, stating that, firstly, the headquarters of the organization is located in Kyiv, and secondly, the Cavaliers do not accept any oaths and do not take oaths. At the same time, according to Vyalov, in the current composition of the Verkhovna Rada, not only Mykola Azarov, but also 18 of his colleagues – from different factions – are Knights of the Order of St.. Stanislava. Dmitry Tabachnik is also a Knight of the Order.
An attempt at covert privatization
In February 2005, the weekly “Business” accused Dmitry Tabachnik of trying to covertly privatize a number of printing companies.
Exceeding official authority
During the 2004 presidential election campaign, Anatoly Tolstoukhov and Dmitry Tabachnik tried to interfere in the activities of the editorial office of the Uryadoviy Kur'er newspaper.. On November 25, 2004, despite the ban of the Supreme Court of Ukraine, they signed for print the layout of the newspaper, which contained information from the Central Election Commission about the recognition of Viktor Yanukovych as the winner of the second round of the presidential election. The Main Investigation Department of the General Prosecutor's Office conducted a pre-trial investigation under Part 1 of Art.. 365 of the Criminal Code of Ukraine – abuse of office. Tabachnik himself called this case “purely political”. “According to the lawyers, there is neither composition nor event of a crime,” he said (Ukrainian Pravda, October 25, 2005).
On December 10, 1996, Kuchma signed two decrees: on the release of Tabachnik from the post of head of the Presidential Administration and on depriving him of the rank of colonel. As you know, Tabachnik received the rank of senior lieutenant on October 21, 1989. Almost 5 years later – on August 8, 1994 – he was awarded the rank of major by order of the Minister of Defense V. Shmarov. A. Hrytsenko drew attention to the fact that this happened immediately after the election of Leonid Kuchma as President of Ukraine. The rank of lieutenant colonel D. Tabachnik was awarded on March 11, 1995 (by order of V. Shmarov), and the rank of colonel – on February 16, 1996, also by order of V. Shmarov
Lobbying the interests of Russian politicians
In 1996, representatives of the Ukrainian Perspective Foundation – Mykola Tomenko, Serhiy Kudryashov, Serhiy Odarych and Yuriy Orobets – accused Dmitry Tabachnik of interfering in Ukrainian justice. In particular, Dmitry Vladimirovich, at the request of the then Secretary of the Security Council of Russia and on behalf of Leonid Kuchma, asked the Supreme Court of Ukraine to carefully check the legality and validity of the circumstances of the case of Russian citizen Tanasevsky. This former serviceman of the 14th Army was sentenced to capital punishment for the crimes he committed in Crimea
Museum affairs (He (Yanukovych) did not steal anything…)
I handed them to the director of the museum, Sergei Tchaikovsky, in front of the cameras,” he recalls. Yanukovych's then-press secretary, Anna Herman, stated that “he (Yanukovych) did not steal anything.. “This is all Tabachnik is doing disgusting. He (Tabachnik) – gave birth to this idea (to steal documents from the Lviv archive), and he also implemented it.. Yanukovych himself confirmed that it was Tabachnik who allegedly initiated the transfer of letters to the history museum. A criminal case on the fact of the theft of historical documents was initiated on December 24, 2004 after two collectors arrived in Lviv with documents stolen from the Lviv State Historical Archive, where they turned to evaluate their value.. The police conducted more than 100 searches and interrogations in this case.. In particular, the former Minister of the Cabinet of Ministers Anatoly Tolstoukhov and the head of the Verkhovna Rada Committee on Culture and Spirituality Les Tanyuk were interrogated.
In 2007, the Ukraina Moloda publication, citing its source in the Security Service of Ukraine, wrote that Sintez Bank, to which Deputy Prime Minister for Humanitarian Affairs Dmitry Tabachnik is related, carried out “money laundering”. This money was used to bring supporters of the Party of Regions to Kyiv to protest against the dissolution of the Verkhovna Rada by President Viktor Yushchenko.
The stigma of embezzler and cheap clown
A budget thief like Tabachnik This unequivocal accusation was made against Dmitry Tabachnik by Boris Kolesnikov of the Regions in the context of the purge of the ranks of the Party of Regions: “Let's raise the issue of expelling this cheap clown Dmitry Tabachnik! – For what? – For a speech at a congress in Severodonetsk. Remember: Businessmen in the southeast seek to negotiate with Yushchenko, because money loves silence.. Who is speaking?! An embezzler who has not created any business in his life? How can he even judge? What does he even know how to do, besides stealing books and paintings from already poor Ukrainian museums? – Why don't you initiate his expulsions? – We will definitely insist on tough measures against Tabachnik! This is my opinion, Rinat Akhmetov's and all the businessmen of the southeast – members of the PR. Honest business does not need agreements, but transparent government and honest laws! Agreements are important for budget thieves like Tabachnik. It is they who need silence in order to steal state property with impunity. It’s funny for me to read when they write about some kind of “radicalization” of Tabachnik. Only independent people can be radicals, and certainly not embezzlers! Dmitry Tabachnik and radicalism are incompatible concepts. Dmitry Tabachnik and corruption, theft from museums are, yes, compatible.”
In 2008, in the resonant television project “Great Ukrainians” on the Inter channel, Dmitry Tabachnik represented Yaroslav the Wise. After summing up the results, he was accused by Vakhtang Kipiani, the chief editor of the project, of juggling the votes of viewers
In 2004. at the international forum “Preventing Genocide: Threats and Responsibility” (Stockholm) stated that “we will seek recognition by the international community of the Holodomor as an act of genocide against the Ukrainian people”. In 2010. stated that the interpretation of the Holodomor as genocide in school textbooks is nonsense and will be removed from textbooks. He protested against the allocation of 1 billion hryvnias from the budget for the construction of a memorial to the victims of the Holodomor (allegedly violating the buffer zone of the Kiev-Pechersk Lavra).
In August 2008, he condemned the military actions of Georgia in South Ossetia, qualifying them as aggression, advocated the recognition by Ukraine of the state independence of the Republic of Abkhazia and the Republic of South Ossetia. In September 2008, he was the first of the politicians of Ukraine and Russia to declare (in the article “At the fatal line. Ukraine after Tskhinval”) that the Buk-M1 anti-aircraft missile systems in South Ossetia were controlled by Ukrainian specialists, secretly sent on the orders of Viktor Yushchenko.
Heroes of Ukraine
One of the most resonant anti-Ukrainian statements by Tabachnik during his tenure as Deputy Prime Minister of the Cabinet of Ministers of the Yanukovych government was the public accusation against Roman Shukhevych that he allegedly received an award from Hitler's hands – two Iron Crosses. He categorically opposes the rehabilitation of the OUN-UPA.
About Serpent's Island
After the consent of the leadership of Ukraine to the transfer of the oil and gas shelf around the Zmeiny Island to Romania, he called it the “Ukrainian Tsushima” and sent a deputy appeal to the Prosecutor General’s Office of Ukraine demanding that they give a legal assessment of the transfer of the territory and initiate a criminal case under the article on high treason.
Little Russian Tabachnik about the Galicians-“lackeys”
From Tabachnik’s point of view, “Galicians are lackeys who have barely learned to wash their hands, who have practically nothing in common with the people of Great Ukraine, either mentally, or confessively, or linguistically, or politically”. Live on Channel 5, Tabachnik refused to apologize for this statement.
The Ukrainian state during Viktor Yushchenko’s presidency was considered unviable: “The modern Ukrainian state is […] comparable in terms of survival prospects to Poland in 1939.” Political opponents (the “For Ukraine!” Party), as well as a number of Ukrainian cultural figures, based on these and a number of other statements Tabachnyk in Ukrainophobia and rank among the enemies of Ukrainian culture. Tabachnyk's activity is often assessed as anti-Ukrainian with manifestations of xenophobia.
(Pseudo) scientific activity
Tabachnik has a Ph.D. thesis “Mass repressions in Ukraine in the second half of the 30s – early 40s.” (1991), doctoral dissertation “The Phenomenon of a Totalitarian-Repressive Society in Ukraine in the 20s – late 50s” (1995). At the same time, the texts of Tabachnik's candidate and doctoral dissertations are not freely available, which is a gross violation of the requirements of the Higher Attestation Commission of Ukraine and casts doubt on the authenticity of the degrees. Professor (the title was awarded by the Ukrainian Academy of Public Administration under the President of Ukraine (!)). Academician of the National Academy of Legal Sciences of Ukraine (1999). Founder and director of the public organization “National Expert Institute of Ukraine”. Chairman of the Supervisory Board of the National Technical University of Ukraine “Kyiv Polytechnic Institute” (2006). Author (co-author) of more than 400 scientific papers (!) A number of Ukrainian public and cultural figures addressed an open letter to the Higher Attestation Commission of Ukraine with a demand to deprive Dmitry Tabachnik of the title of Doctor of Historical Sciences for anti-scientific and xenophobic publications in Black Hundred publications.
Shut up the tobacconist!
Protest campaign by part of Ukrainian public, student and youth organizations, local authorities, political parties, educators and scientists for dismissal from the post of Minister of Education and Science of Ukraine.
Tabachnik VS German
Minister Tabachnik received very unflattering reviews about his “educational activities” from the mouth of the Deputy Head of the Presidential Administration Anna German. Noting that she and the minister have a “discussion” and “different approaches” to reforming education, Anna Nikolaevna made the same claims voiced by the opposition and rebellious university students to the “Tabachnik name concept”. Annual tuition fee increase. Student government limitation. Underestimation of the status and ratings of the leading Ukrainian universities … “For every Tabachnik there is a president in Ukraine,” she said.
Tabachnik – “bad Jew” and “bastard”
On January 22, 2010, during the celebrations on the occasion of the Day of Unification, from the stage on Sofiyskaya Square, director of the Museum of Soviet Occupation Roman Krutsik called Dmitry Tabachnik a “bad Jew”. This caused the greatest wave of applause. “I met many Jews in my life, and all of them were intelligent people,” Krutsyk noted. – But I have never seen someone like Tabachnyk. Tse right bad Jew. Stepan Khmara, a Ukrainian politician, Soviet dissident, Hero of Ukraine, distinguished himself with even more radical statements about Dmitry Tabachnik, reacting to the failure of the vote for the resignation of Tabachnik from the post of Minister of Education: ““ Tabachnik is a bastard, a scoundrel who is not worthy of the title of citizen of Ukraine! He has no right to hold any state position, let alone a minister. What are we talking about? I'm embarrassed to even discuss this topic.. Doesn't the Party of Regions understand that it is doing the current President of Ukraine a disservice by not voting for Tabachnyk's resignation?
Is the odious minister gay?
Information about Tabachnik's non-traditional sexual orientation is circulating on the Internet, but, as often happens in such cases, these theses do not have official confirmation, the minister himself does not quite convincingly deny such statements.
Tabachnik has turned the education system into a cash cow, Serhiy Kvit, the current Minister, states. “The Ministry of Education created such a situation that everywhere you had to pay for everything – for protection, for appointments, but all this was done for cash, so it is very difficult to prove all this,” the minister says about his predecessor. In addition to banal bribes, there were also ingenious corruption schemes in the Ministry of Education. About how Tabachnik made millions on school textbooks, the press wrote even when he was sitting in a chair. There was no secret and brazen privatization of real estate. Several houses in the center of Kyiv once belonged to the Ministry of Education. Tabachnik evicted the teachers, leased the premises to his brother's private firm, the firm made a reconstruction, and soon privatized the “golden” square meters. If not for the Maidan, Dmitry Vladimirovich would have stolen his own ministerial chair. to work under the murmur of rumors of uneducated officials, stupidly giggling behind their backs
Resonant affairs of Dima and Misha
Lviv Central Department Store and Stolichny Restaurant. This story started in 1995. Then the Lviv Central Department Store (the largest shopping area in the capital of Galicia) was re-registered as a CJSC and was owned by the labor collective. After 5 years, an additional issue of shares was carried out at the expense of investments by Polish entrepreneurs Jerzy Konik and Jarosław Nowacki. Thus, the Poles became the shareholders of TSUM. But six months later, an “outside” management came to the CJSC and carried out a raider takeover. The management secretly represented the interests of Dmitry Tabachnik. Dmitry Vladimirovich managed to get the Lviv Central Department Store thanks to good connections in the State Commission for Securities and the Stock Market. In particular, with the first deputy executive secretary of the SSMSC Andrey Portnov and the former head of the issue registration department Ivan Grantsev, he made friends. Everything happened according to a knurled scheme – the case went to court, the property and rights of the department store were resold to other persons, and the Poles, respectively, were left with a nose. A similar situation (fraud) with the Central Department Store was repeated in Kyiv with Stolichny OJSC (better known as the Stolichny restaurant, which was located in the very center of Kyiv – where Khreshchatyk passes into Evropeiskaya Square). At the end of 2003, Stolichny was transformed from OJSC into LLC. But comrade Ivan Grantsev notices an “inaccuracy” in the paperwork, and the commission cancels the re-registration. Then it’s a matter of technique – a lawsuit is filed with the court, after which a traditional meeting of shareholders is held without the participation of the main owners of the shares and a new head is appointed. In this case, Evgeny Garkusha became the head of the board of OAO Stolichny.. At the same time, in Stolichny itself, they knew nothing about what was happening.. Garkusha resells the property several times, including to the Grail company. Mayhem “Grail”. The beginning of this story can be considered 2003, when the KSCA held a competition for the reconstruction of the European area. The investment competition was won by the little-known Grail company. This victory made the company the actual owner of the territory within the quarter located behind the Dnepr Hotel. Grail proposed a project of a 160-meter skyscraper with underground parking for 1,100 cars. The experts immediately declassified the firm and its belonging to the business of Mikhail Tabachnik. The funniest thing in this situation was the competition, which was purely nominal. In confirmation of this, the competition council was headed by Irina Okuneva, director of the Grail. The construction of the skyscraper was hampered by the house at Grushevskogo 4B. Representatives of the company tried to create such a construction vandalism and bring the house to demolition. The plan failed, public activists intervened. They turned the house into a public and cultural center and even received documents confirming the cultural heritage for the building.. But a few days later, an unknown force intervened and the Main Directorate for the Protection of Cultural Heritage of the KSCA canceled its order. However, the demolition of a house in the center of the capital is not so easy.. Although the house was considered non-residential since 1989, the apartments had owners. Therefore, the Grail decided to buy up all the apartments in the house in 2006. But the case still stalled. Today it is again on the lips of the public. The ex-deputy of the Moscow City Council, oligarch Alexander Loifenfeld, joined the demolition, which is covered with reconstruction. bread business. In April 2002, the Crimean Property Fund issued an order on the free transfer of a block of shares (51%) of Krymkhleba OJSC to a number of Crimean agricultural enterprises with which Krymkhleb had no relationship. And then, in some miraculous way, a controlling stake was at the disposal of the Kyiv enterprise Hermes-Agro, operating under the wing of the Khlib Ukrainy leasing company. Its founder was Graal LLC. In turn, the founders of the Grail were Auto Trade Company LLC and Insurance Financial Group Glebov and Partners CJSC, owned by Mikhail Tabachnik. In 2007, prices for bread began to rise sharply in the south and east of Ukraine. The monopoly on grain companies in these regions belonged to prominent “regionals” CJSC “Leasing company” Bread of Ukraine “. “Lime” order bearer. In 2003, a scandal erupted. Oleksandr Moroz, leader of the Socialist Party of Ukraine, has publicly stated that a group of Ukrainian high-ranking politicians belong to the international Masonic organization “Order of St. Stanislav”. But he did not specify the names, this helped the matter to calm down. However, 3 years later, Levko Lukyanenko accused Mykola Azarov of wearing the Order. And this contradicted the oath of the People's Deputy. Prior of the order, Pavel Vyalov, answered for Azarov, who brought many politicians under the monastery. He revealed the names of those who were among the Ukrainian Masons. Among them was Dmitry Tabachnik. The topic was discussed for a long time and in the end it turned out that Pavel Vyalov, the “Grand Prior of the Order”, was previously prosecuted by Ukrainian law enforcement agencies for fraud, and the “Order”, its attributes, titles and awards were invented by himself. He sold all this props to those who wished for a lot of money, the amounts were not disclosed, but figures of several hundred dollars were called.
Flew away and unlikely to return
Dmitry Tabachnik was last seen in Ukraine on February 28. The TSN camera spotted him in the VIP zone of the Boryspil airport. The ex-official refused to communicate. A few hours later, Tabachnik's arrival was announced on his Facebook page by Advisor to the Interior Minister Anton Gerashchenko. He wrote that law enforcement officers in Kyiv are already preparing a “warm welcome” for the ex-minister. However, Dmitry Tabachnik left the airport without interference, and a day later he just as easily left Ukraine.. The head of the SBU investigative department, Vasily Vovk, explained then: Tabachnik flew to the Prosecutor General’s Office for interrogation, so far he is being held in several cases as a witness. Suspicion – formulate. “I think they are guided by when to present something to Tabachnik, so that it is not just some kind of formality, some kind of creativity, but that it is serious work. He came once – he will come again, “Volk assured. Since then, Tabachnik has not been seen in Ukraine. He became a suspect only three months later.. On May 28, Prosecutor General Shokin named the article: waste of budgetary funds, seizure of property, abuse of office.
March 5, 2014 The Council of the European Union announced the blocking of the funds of Viktor Yanukovych, the President of Ukraine, who was removed from office, and 17 people from among former officials and close to Yanukovych, suspected of illegal use of budgetary funds. Dmitry Tabachnik is also included in this list. On May 25, 2015, the Prosecutor General's Office of Ukraine charged Tabachnik with embezzlement in the case of misappropriation of UAH 2.76 million by the heads of two departments accountable to Tabachnik: the Institute of Innovative Technologies and the Content of Education and the state publishing house Osvita. On June 6, 2015, the EU published a decision to extend the sanctions against Dmitry Tabachnik for another nine months. In July 2015, the Security Service of Ukraine put Tabachnyk on the wanted list, he is charged with embezzlement of state property on an especially large scale (h. 5th century. 191 of the UKU). On June 30, 2016, the Pechersky District Court of Kyiv arrested both the money and precious metals available on the bank accounts of Dmitry Tabachnik, as well as the bank accounts themselves opened with Oschadbank
Dmitry Tabachnik is not a poor man, judging by the number of commercial enterprises in which he was involved. For 2012, he declared total income of UAH 2.7 million, on his bank accounts – UAH 9.5 million. According to the news.mail.ru news publishing house, Tabachnik is a dollar millionaire. In 2011, he received an income of 768 thousand. UAH 271, and members of his family – 494 thousand. 3 UAH Dmitry Vladimirovich owns a land plot (6960 sq.m), a residential building (559 sq.m), an apartment (298 sq.m), a garage (58 sq.m), a Toyota Camry car. The members of his family have an apartment (38 sq.m).
