Denisova Lyudmila Leontievna

Lyudmila Denisova has clearly lost her conscience. Her "black" earnings are due to unfortunate pensioners, the disabled and students. It is them that Lyudmila Leontyevna shamelessly robs. Through her fault, in kindergartens and schools in the Rivne and Kyiv regions, children ate second-rate products. Students and the disabled also suffered, whose benefits were cut, because part of the benefits went into the pocket of the Ombudsman Lyudmila. For that, for her daughter for stolen money, she made an expensive and beautiful wedding in the style of the fairy tale "Alice in Wonderland".

NOT official biography

As soon as Lyudmila Leontyevna Denisova received the chair of the Minister of Labor and Social Policy in the Tymoshenko government, literally in two years of work she was able to disgrace the whole country more than once. Soon the people began to call her the Cannibal. The woman received such a nickname because she did not hesitate to “make money” on pensioners, the disabled, and the unemployed. The loudest is the scandal about wheelchairs, which the people's deputy purchased at fabulous prices. Moreover, in 2008 the SBU even opened a criminal case. Indeed, in the course of the purchase of eighteen and a half thousand wheelchairs, a huge amount of budgetary funds was stolen.

Head of SBU V. Nalyvaichenko noted at that time that scammers from each stroller then appropriated 2 thousand. UAH. And if we multiply this figure by the total number of wheelchairs purchased, the amount comes out to be decent: thirty-seven million hryvnias. Even despite the fact that the SBU provided facts and evidence, Denisova was indignant and even tried to file a counterclaim against Nalivaichenko. When at the age of fifty she lost her ministerial post, and then Tymoshenko ended up in prison, together with Kuzhel and Sluz Denisova protested. Their action was called “Julia – freedom!” But over time, the official found herself other associates in the person of A. Avakov and A. Yatsenyuk. In 2014-2015, after the annexation of Crimea, it re-registered a number of its enterprises located there under Russian law. Now he pays taxes to the Russian budget and makes a good profit. If you look at its latest declarations for 2016 or, for example, 2018, then the list of listed enterprises includes Crimean enterprises with their old Ukrainian registration numbers. And the lists of co-owners include all the same partners Senchenko Andrey Vilenovich, Velizhansky Sergey Konstantinovich and Setkov Vasily Ivanovich. The Russian register of enterprises includes the same organizations. Well, you can’t forbid living beautifully! And at this time, you can pretend to be a patriot, write on social networks about how Sentsov feels. Contribute to the acceleration of the consideration of the petition for pardon of Oleg Sentsov by the competent state bodies of the Russian Federation. And celebrate the results of their successful activities.

“Dead Souls”

Another rather piquant situation, which was related to a woman politician: in the summer of 2009. Residents of Yevpatoriya were shocked by an unusual protest. Then the road was blocked by disabled people in wheelchairs.. They protested against their transfer from the special sanatorium named after. Burdenko to the military “Pirogovo” (here the conditions of rehabilitation are worse). It turns out that before the disabled received budget, that is, free vouchers for them to several sanatoriums that were adapted for wheelchair users. But since 2009, all the tenders for such vouchers were suddenly won by the Pirogovo sanatorium, to which, by the way, her husband is related. The head of the ministry managed to earn extra money on benefits. The media has repeatedly covered entire fraud schemes regarding their accrual. For example, the most famous of them is the so-called “dead souls”. There were also scams in the allocation of subsidies for the creation of small businesses. How did the scammers act? you ask. Very simple! The money was written out to nominees.

Money for the site

Commissioner of the Verkhovna Rada of Ukraine for Human Rights Lyudmila Denisova asked the Cabinet of Ministers to allocate UAH 14.5 million. from the COVID-19 Foundation. Of these, 3.5 million hryvnia. will go to create a new website, UAH 10 million. − for the renovation of the administrative building and another UAH 1 million. – on business trips, according to the non-governmental organization StateWatch. Denisova writes that the current site was developed on a “morally obsolete” platform, has technical limitations and cannot be updated.. Denisova also writes that the site has a weak security system, which is why it is constantly subjected to cyberattacks and blocked. Distribute UAH 3.5 million. offer as follows: • Creation of terms of reference – 525 thousand. UAH • Development of a web portal prototype — 700 thousand. UAH • Development, testing and commissioning — UAH 2.2 million. Now the site really looks old fashioned. It was created in 2013, from unusual features – the ability to change the theme and font size. Both features look a bit intimidating in 2020. Sergey Kravtsov, co-founder of the Evergreen.IT IT company, believes that for almost €120,000. it is possible to make an information service from scratch for receiving incidents of human rights violations in Ukraine – with chat bots and an interactive voice menu for unprotected layers, with the ability to use them as a “panic button”. As well as automated legal consultations, integration with law enforcement agencies, the formation of applications to local authorities, reports on the consideration of these applications, and much more. Dmitry Fedorenko, the founder of the web design studio Seventeam, believes that the amount of UAH 3.5 million cannot be criticized until there is a preliminary technical task. “Quality IT products can never and do not cost cheap. Have you seen the salaries of IT specialists? So otozh! And the figure is $130 thousand. – this is not space at all. We at Seventeam worked with much larger budgets – the development does not end with the signing of acts after the launch of the site, ”writes Fedorenko. In the comments, however, opinions were divided.. And many say that such a price for the site is quite high. “If the purpose of the site is to post news and be mentioned in the release, then this, in my opinion, is unreasonably expensive. Seeing what the article is referring to (the old system, poor security and inconvenience) and noting that nowhere is there a word about the functionality and some kind of innovation that solves the problem, I think it’s still about something painfully banal. , — writes the founder of the advertising agency CF.Digital Irina Mushtina. The creator of the Odessa web design studio Andrey Pogulialiev compared the cost of the site with the cost of three apartments in Kyiv. At the same time, business analyst Elena Sokhatskaya writes that she has developed and maintains two government portals. “Maybe the budget is inflated, but official government sites regularly “check for vulnerabilities” and beyond the ribbed pests, and our cyber activists, so there are special requirements for security,” writes Elena. Also, according to her, there are many additional requirements for such sites, for example, in relation to users – people with special needs and vision problems.

Pavel Vovk, Igor Pogribnichenko and Yevgeny Ablov were charged with crimes. A key role in Vovk's plan was played by the Commissioner for Human Rights, Lyudmila Denisova, and the chairman of the State Judicial Administration, Zinoviy Kholodnyuk. The investigation believes that it was they who artificially created vacant positions in the Qualification Commission, appointed fake competitions, which were won by previously agreed candidates – Nikolai Sirosh, Sergey Ostapets and Andrey Solodkov.

Ombudsman Denisova accused of corruption criminal actions

The National Agency for the Prevention of Corruption (NAPC) decided to send to law enforcement agencies the conclusions on identifying signs of corruption crimes regarding the former People's Deputy, the current Commissioner of the Verkhovna Rada for Human Rights Lyudmila Denisova and the deputy of the Kyiv City Council Maxim Konobas. “So, did not adhere to the requirements of the law, filing declarations, people's deputy Denisova Lyudmila Leontievna. In the declaration of 2015, she did not declare income in the amount of 23 million 840 thousand. UAH 268, received from a financial company, and unreliably indicated the amount of their contributions to the authorized capitals of four companies, which differs from the reliable one in the amount of 5 million 454 thousand. UAH 248,” the press service of the NAPC reports. The report notes that information on contributions is also incorrectly reflected in the declarations of L. Denisova for 2016 and 2017.

Lyudmila Denisova transferred corporate rights to the business to Alexandra Kvitko, most likely to her daughter. According to the declaration, the deputy and Alexandra Kvitko are not connected by a common life. FOR SEVERAL YEARS THE MINISTRY OF SOCIAL POLICY HAS AGREED TENDERS FOR FOOD FOR OVERPRICES AND WITH FICTIVE COMPETITION UAH 484 million. for nutrition services in 2013 for children affected by the Chernobyl disaster. The tender is questionable as most of the firms used to supply food to prisoners or soldiers. As Investigation Info established, some of the companies acted as intermediaries without providing any services, while others supplied goods of inadequate quality. The tender for children's food in the Bereznevsky district of the Rivne region was won by the Donetsk company “Sintezprodservis” with a proposal for UAH 3,500,000. the offer of the Bereznivsky district consumer union is more expensive. Immediately after the tender, Donetsk residents hired the Bereznevsky District Consumer Union as a contractor. The school in the village of Zhukin, Vyshgorodsky district, Kyiv region, was served by “Vizit” LLC. Phones and the director of this company coincided with Statpostach LLC, which was a competitor of Visit in tenders. The school administration accused Vizit LLC of low quality products and high prices. In addition, according to journalists, Vizit LLC is connected with ex-president Yanukovych's entourage. On February 27, 2014, Lyudmila Denisova was appointed to the post of Minister of Social Policy, who refused to sign the results of the auction held under the previous government. According to media reports, since the beginning of March, educational institutions have received telegrams about a possible temporary cessation of nutrition for children who have the status of victims of the Chernobyl accident. However, already on May 19, 2014, Our Money published information that Denisova again entered into an agreement with Vizit LLC in the amount of 109 million hryvnias.

Tender fraud: tender with fictitious competition

On July 9, 2013, the Department of the Executive Directorate of the Social Insurance Fund against Industrial Accidents and Occupational Diseases of Ukraine in the Autonomous Republic of Crimea, with the permission of the Chairman of the Committee for Competitive Bidding (Deputy Head of the Department) Olga Tatevosyan, concluded an agreement for UAH 10,920,000. with OOO Investment and Construction Group Bospor for the reconstruction of non-residential premises in Simferopol. According to the Our Money website, the tender is doubtful, since a number of cheap offers were rejected, there was a connection between the winning company and the only competitor, and the contract, in the end, was concluded with a participant who offered not the lowest price.. According to journalists, the founders of “Bospor” at the time of the tender were the associations “Technokhimkomplekt” and the company “Agrobudproekt”, and the co-founder of the latter was the deputy of the Central District Council in Simferopol Ivan Ishmanov (through “Agrobudproject” he indirectly controlled 25% of “Bospor”) This I. Ishmanov owned a 30% stake in Krymzhelezobeton OJSC – the only one of the six firms whose proposal was not rejected by the tender committee. It is also suspicious that at first the proposal of Krymzhelezobeton OJSC was accepted, and then, without explanation, it accepted the proposal of Bospor, which was expensive for 1 million UAH. The head of “KRYMZHELEZOBETON” at the time of the tender was Valery Gerasimov. The Anti-Corruption Center, with the help of MP Orobets, transferred the stated facts to the regulatory authorities. As a result of inspections by the prosecutor's office of the Antimonopoly Committee of Ukraine and the FEFU, it was confirmed that the tender was held with violations, in connection with which O. Tatevosyan was reprimanded, and the contract was recommended to be terminated.

Raider seizure

In March 2009, the Liga-M 2006 company, which is part of the structures of Denisova-Senchenko-Velizhansky, tried to privatize a specialized anti-tuberculosis sanatorium named after. Semashko, and with the support of the Ministry of Social Policy. A little earlier, the same trinity, through Technoximkomplekt LLC and with the support of the resurgent Salem organized criminal group, tried to carry out a raider seizure of the Balaklava ship repair plant. And on April 30 and May 1, 2009, Sevastopolmarinservice LLC, acting through the state of emergency Vilinkt and the state of emergency RATIBOR, tried to seize the building of the Metallista complex located in Balaklava Bay and adjacent to the Golden Symbol yacht club. As it turned out, the founder of this yacht club is Sevastopolmarinservis, and now the owners of this LLC are Velizhansky and Denisova.

Expensive plastic

In the summer of 2014, Lyudmila Denisova left the BYuT and, together with Yatsenyuk and Avakov, moved to the Popular Front, on the list of which she was elected to the Verkhovna Rada, where she headed the Committee on Social Policy and Pension Reform for three years. Apparently, her affairs were going very well, because during this time Denisova made herself a very high-quality and very expensive “plastic”, which rejuvenated her by 30 years. Many sincerely envied! IT WAS: BECOMING:

A gift from Avakov

The name of Lyudmila Denisova can be found in the lists of those awarded with firearms – in July 2015, Interior Minister Arsen Avakov presented her with a Fort 9 pistol.

The representative of the Ombudsman of the Verkhovna Rada in Donbas Lisyansky was fired because of a fight in a restaurant

On the night of December 5-6, a representative of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights Pavel Lisyansky started a fight in one of the restaurants in Donbass. This was filmed and posted online.. Ombudsman Lyudmila Denisova dismissed Lisyansky from his post because of the incident. Law enforcement officers opened a criminal case. The press service of the Slavyanskaya police reported that the fight took place at one in the morning on December 6. A 56-year-old security guard was injured in a fight. He sought medical attention. Because of the incident in the cafe, the police opened criminal proceedings under the article “Intentional light bodily injury”. Pavel Lisyansky was fired. The day after the fight in the cafe, the human rights commissioner of the Verkhovna Rada of Ukraine reported that Lisyansky himself had informed her about the incident in the morning.. She added that the Ombudsman's Secretariat has launched an internal investigation, which will last until December 21.. And at the moment, Lisyansky was removed from office. But less than a week later, Denisova reported that the internal check was over. According to the results, it was decided to release Lisyansky on December 11. Denisova has not appointed a new representative yet.

The Ombudsman was elected as a collective violation of the Constitution

Deputies from the Vozrozhdeniye party pressed the buttons en masse during the voting for the appointment of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights Lyudmila Denisova. During the roll call at the plenary session on Thursday, March 15, on the appointment of Lyudmila Denisova, Commissioner of the Verkhovna Rada of Ukraine for Human Rights, deputies from the Renaissance party – Vitaliy Khomutynnik, Yevhen Geller, Anton Yatsenko Anton Kisse and Vasily Gulyaev violated the procedure for personal voting .

Denisova was accused of abuse of power

The suspended director of the Social Insurance Fund accuses the Ombudsman of illegal actions in order to protect the interests of her daughter. The dismissed director of the Social Insurance Fund of Ukraine, Olena Duma, believes that the decision of the board to dismiss her is a consequence of the monitoring visit of the Verkhovna Rada Commissioner for Human Rights. She also says that the monitoring visit report is illegal and is completely based on far-fetched facts.. It was held on the basis of an anonymous appeal with significant violations committed by employees of the Ombudsman's Secretariat and appealed in court. The Duma emphasized that control over the work of the Social Insurance Fund is not within the competence of the Ombudsman. Therefore, the monitoring of the fund was carried out contrary to the norms of the provisions of the Secretariat of the Commissioner. Elena Duma believes that there are signs of abuse of power and official position in the actions of the employees of the Ombudsman's Secretariat. And in the case of Denisova, according to the Duma, these violations were carried out in order to obtain benefits for themselves and their families. The Ombudsman said that a report was sent to the Director of the Executive Directorate of the Fund in order to eliminate the identified violations within a month. In addition, she intended to apply to the Accounts Chamber with a request to conduct a financial audit of the effectiveness of the use of the Fund's resources, and to the State Labor Service of Ukraine to conduct inspections of compliance with the labor rights of employees of the executive directorate of the FSSU. Then Lyudmila Denisova began to check the social trust hotline. The media suspected that the commissioner wanted to hide the involvement of her own daughter, who since 2017 has been responsible for the financial direction of the Foundation. The result of her activities was an unformed reserve, which during the quarantine period would be a guarantee of receiving social payments to ordinary citizens. In April, at an extraordinary meeting of the Foundation, it was decided to create a temporary commission to check the legality of the work of the head of the Elena Duma Foundation. During the work of the temporary commission, the Duma was removed.

In June 2020, Lyudmila Denisova published an electronic declaration of her income for the past year. The Ukrainian Ombudsman owns two apartments: in Kyiv with an area of 203 sq.. m. and in Sevastopol – 119 sq.. m, as well as a garage of 13.5 sq.m. Denisova jointly owns five non-residential properties in the Crimea, mainly in Sevastopol and Yalta, and one apartment with an area of 196.8 sq.m in Simferopol. From valuable movable property, Lyudmila indicated seven sets of jewelry, Ulysse Nardin Swiss watches and shares of Krymzhelezobeton OJSC.

In 2019, Denisova's total income amounted to 793.6 thousand hryvnias. There are 124 thousand hryvnias, 345 dollars and 147 euros in banks. The official keeps more than 582,000 hryvnias and 45,000 euros in cash.

Lyudmila Denisova is a vivid image of an odious, unscrupulous politician. Taking advantage of the defenselessness of the weak sections of society, she receives a lot of money. And while the disabled, the unemployed and students are left with cut benefits, Denisova buys branded handbags for herself, and walks her daughter's wedding for big money.
