Azarov Mykola Yanovich

Nikolai Yanovich is quite a colorful character. In the dashing 90s, he made friends with criminal authorities, and did not hesitate for a long time\"with his head \" into politics. After that, the country did not feel good. His attitude towards Ukraine, to put it mildly,\"not very \", with the Ukrainian language, there are obvious problems, to all this we add disrespect for the law and the willful use of budget funds, and we get a traitor and a corrupt official in one bottle. As Yulia Tymoshenko put it\"Azarov is the father of corruption in Ukraine \". Of course, he loved to steal, but it was much more important for him to remain at the helm, for this he was ready for any deals and tasks. Tax arbitrariness, offshore business with money laundering, corruption in state bodies, all this thanks to Nikolai Yanovich, he did his best! In his department, the total amount of bribes for eight years of management reached six figures in US dollars!

Since October 1996 – Chairman of the State Tax Administration of Ukraine (STA). In October 2002, the deputy faction “European Choice” nominated a candidate for prime minister. On November 25 of the same year, he was appointed First Vice Prime Minister and Minister of Finance in the government of Yanukovych. He retired on January 5, 2005. In the 2006 parliamentary elections, he ran for the Verkhovna Rada on the list of the Party of Regions (No. 12). Mykola Azarov is one of those politicians in the Party of Regions, whose opinion other party members listen to. On August 4, 2006, he was appointed by the Verkhovna Rada of Ukraine as First Vice Prime Minister, Minister of Finance. Not official biography:

Before the start of his political career, the life of Mykola Azarov was not remarkable.. An ordinary geologist making a scientific career. He started his career in Moscow, but then moved to the Tula region, and then to Donetsk, where he went uphill. There is nothing surprising in this, it is more difficult to make a career in the capital than on the periphery. So he grew to the director of a research institute and professor. Apparently, he really was a good scientist and a good administrator.. It is believed that Azarov's political career began with the Party of Regions, of which he really was one of the organizers.. According to another version – from the tax office. In fact, the career began much earlier. Back in 1990, his candidacy was considered for the post of First Secretary of the Donetsk Regional Committee of the Communist Party. At that time, he was the head of the Research Institute of Geology, which was located in Donetsk. It was the end of perestroika and forty-three-year-old Mykola Azarov was perceived by the leadership of the Communist Party of Ukraine as a young and promising scientist, “young blood”, which will bring new trends to the politics of the industrial capital of the Ukrainian SSR. But it didn't happen. Instead of Nikolai Yanovich, an experienced functionary Yevgeny Mironov became the first secretary of the Donetsk region. An interesting fact: at the same time, Pyotr Simonenko, the current leader of the Communist Party, was considered for the same position.. Pyotr Nikolaevich was then the ideology secretary of the Donetsk Regional Committee and represented the conservative part of the CPSU. And Mykola Azarov (it's hard to believe) represented the Democratic platform, that is, he was a supporter of change, progress and the transformation of the totalitarian system into a parliamentary, democratic. On the basis of this platform, he became a delegate to the historic 28th Congress of the CPSU, the very one where the relatively young Boris Yeltsin went into opposition to Mikhail Gorbachev. It turns out that Azarov was then in a flock of young reformers and personally had a hand in “the biggest geopolitical catastrophe of the twentieth century,” as his geopolitical partner Vladimir Putin said.. Would the electorate of the Party of Regions have forgiven him for this, if any of his opponents had the sense to pay attention to this? The question is more rhetorical. By the way, Leonid Kuchma, then director of the Yuzhmash plant, was another delegate to this congress.. According to some reports, they met there.. But they have not yet become close, after the congress they parted – Kuchma to Dnepropetrovsk, and Azarov to Donetsk.

“Old Donetsk”

The founders of the Donetsk regional clan were people whose names are now forgotten – Evgeny and Vladimir Shcherban, Akhat Bragin, Efim Zvyagilsky and others, many of whom are no longer alive today. It was then that the merging of business, crime, security forces and regional authorities took place.. Akhmetov and Yanukovych simply fit into this ready-made system. Not the last place among the then “Donetsk” was occupied by Nikolai Yanovich. In 1993, together with Valentin Landyk, he organized the Party of Labor, which can be safely called the prototype of the future Party of Regions.. The purpose of the event is simple.. The Donbass is full of people with money – local princes, red directors, bandits, corrupt officials. But they have no connection with each other and representation in power. Here the party of Nikolai Yanovich provided such services in the Donetsk region.

Azarov at the research institute

Azarov's partner and then boss, Valentin Landyk, at that time the director of the Electrobytmash software, which he would soon privatize and rename to Nord, left for Kyiv and became deputy prime minister, while Nikolai Yanovich remained on the farm in Donetsk. In general, they say that the “Donetsk” began to move to Kyiv only with the advent of Yanukovych as prime minister. This is not entirely true, the first wave from the Donetsk region to Kyiv went just then, in the early nineties. Another representative of the mining region, Efim Zvyagilsky, became prime minister and moved to Kyiv. “Donetsk” confidently walked along the corridors of the building on Grushevsky. And when their opinion was not heeded, miners came to the capital and banged their helmets on the asphalt. By the way, Yefim Leonidovich also had a hand in the formation of the Labor Party and was in those years its unspoken curator. However, he had a hand in the creation of many parties, including the Communist Party. As a representative of the Labor Party, Azarov ran for the Verkhovna Rada in 1994 in the 115th Petrovsky district of Donetsk. And, of course, passed. Having become a people's deputy, he left his native Donetsk forever and registered in a small, about fifty square meters? apartment in Kyiv. The president then was Leonid Kravchuk, but his days in this post were numbered.

“Party of Regional Revival of Ukraine”

Azarov had his own party. Initially, it was called the Party of Regional Revival of Ukraine, and it was created in 1997 by Mykola Azarov and his old friend, the then mayor of Donetsk, Volodymyr Rybak, who became its chairman. It was a small party that in the 1998 elections overcame the four percent threshold only in the Chernivtsi region. But in 2000 the situation changed.. Kuchma was rapidly losing his popularity.

The presidential party project of the NDP did not justify itself, and the 2002 elections were on the nose. Then the Party of Regional Revival of Ukraine absorbed the party projects of Valentin Semynozhenko, Valentin Landyk, Yefim Zvyagilsky, which is not at all strange. In addition, it included the party of the then banker Leonid Chernovetsky. This whole conglomerate at an extraordinary congress was named the Party of Regions. And this party, in turn, entered the pro-Kuchma electoral bloc “ZaEdu”, or For United Ukraine. And after going to the Rada and “bending” all the majoritarians without exception, she entered the parliamentary majority. So he took the most direct part in the political fate of President Kuchma. But at the same time, he took part in the fate of another president. It's about Vladimir Putin.. With the participation of Azarov, they financed the presidential elections in Russia, which took place on March 26, 2000. And shortly before that, in July of the same year, Nikolai Yanovich discussed with Kuchma questions of financial assistance to the future leader of the Russian Federation. Vadim Kopylov, at that time the deputy head of Naftogaz of Ukraine, also participated in this conversation.. Then, through the banks “Ukrexim” and “Ukraine” 60 million dollars were transferred to support Putin's election campaign. Apparently, the future president needed cash, and he did not want to become dependent on the oligarchs. In fairness, it should be said that this was not a gesture of altruism, Vladimir Vladimirovich had to return the money when he came to power by writing off part of Ukraine's external debt. Whether he returned, we do not know and probably will never know.

Allegations of lobbying

In March 2002, Grigory Omelchenko, in his deputy's request, accused Mykola Azarov of lobbying the interests of TNK-Ukraine and TNK-Ukraine Invest. In particular, it was about providing them with tax benefits.. As proof, the people's deputy showed a copy of the letter addressed to Mykola Azarov by the then head of the presidential administration Volodymyr Lytvyn. Nikolai Yanovich denied Grigory Omelchenko's accusation: “I categorically declare that everything written in the deputy's inquiry about me, Mykola Yanovich Azarov, is untrue and a slander, and the copy of the letter is a crudely executed forgery” (UNIAN, March 6, 2002). A few months later, the Prosecutor General's Office announced that the letter from Volodymyr Lytvyn to Mykola Azarov, which Hryhoriy Omelchenko provided to investigators, was a fake.

Inna Bogoslovskaya – accused Mykola Azarov of ignoring the opinions of others, dislike for Ukraine, complete disrespect for the law and willful use of budget funds. This, according to Inna Bogoslovskaya, gave rise to the existence in Ukraine of such a thing as “Azarovshchina”. it lasted for almost eight years, from 1996 to 2002. Selective application of legislation is arbitrariness. It was under Azarov that tax arbitrariness began, when almost any businessman could be taken for non-payment of taxes – from the owner of the stall to the owner of the factories. Under him, a tax police was created, which could arrange a “mask show” in any office. Under him, the tax administration became an instrument of political influence, with its help they could crush and crush any political opponent of the authorities. They also crushed the free press – at one time it was the tax office that crushed the editorial office of the opposition publication Obkom, and then announced that they had made a mistake in the premises. Judging by the same tapes of Melnichenko, Azarov personally tried to close down the oppositional “Silski Vistі” by blocking the newspaper's accounts for eight months. Of the high-profile cases with his participation, one can also recall the bank “Slavyansky” – one of the largest Ukrainian banks, which was bankrupt with the help of the tax. Then the tax police arrested four heads of this bank, depositors fled from it, and after a while the National Bank completely liquidated it. We can also recall the bank “Ukraine”, from which the tax authorities took a loan of about 3 million hryvnias and did not return it, which played a role in the bankruptcy of this largest bank.. But there were also those who were covered by the tax. So, deputy Grigory Omelchenko argued that the State Tax Administration creates artificial benefits for TNK-BP. The tax authorities definitely covered the criminal schemes of the favorite of Leonid Kuchma and the keeper of his personal wallet, Igor Bakai. So in some cases, the department of Nikolai Yanovich could destroy the entrepreneur, and in some support. And both were completely illegal.. The average amount of a bribe in this department during the eight years of Mykola Azarov's management of it soared to six figures in US dollars. At the same time, they took all the inspectors and, in general, everyone who could take. Tax and still remains one of the most corrupt state bodies. Oddly enough, at the same time, Azarov himself did not get very rich. That is, you can’t call him completely disinterested. But there is such a fact – from the films of Nikolai Melnichenko, we know that Nikolai Yanovich asked the president for permission to improve living conditions. It was about the acquisition of a three-room apartment of 180 square meters at public expense.. To do this, it had to be taken from some “Jews”. At the same time, he undertook to rent out his apartment in Pechersk, with an area of 50 square meters.. That is, being the head of the most formidable department in the country for four years, he lived in a “kopeck piece” and asked for a “three-ruble note” to him.

It was in those days when mansions and cottage settlements were being built in Koncha-Zaspa and Pushcha-Voditsa, when Pavel Lazarenko bought a villa in California, when not just former state-owned enterprises were stolen, but entire industries. At that time, the main dream of the most influential person in the country was not a very large apartment by the standards of officials and oligarchs. That is, we can say that all this lawlessness with the tax system was arranged by him not for personal enrichment, but out of love for power and the desire to stay in it by any means.. Immediately after the release of the tapes, Mykola Azarov said: “There was no such thing” (STAU website). Over time, the facts that were contained in the audio recordings, Nikolai Yanovich commented as follows: “We did not press anyone and could not press. To think that Azarov can give a command that will go unnoticed – from Kyiv to some Gorokhovka – can only be a utopian” (“Zerkalo Nedeli”, March 12, 2001). “They accuse me of some connections with crime. In my opinion, only a schizophrenic can do this” (“Today”, August 7, 2001). “When they tell me: “Azarov defended Bakai,” this is a lie in Ukrainian!” (Internet site of STA).
“I can only express my deep indignation at the disgusting provocation and contempt for the real authors of anti-Semitic statements” (about the new apartment. – S.R.) (UNIAN, September 4, 2002). “The Tax Office did not close Slavyansky Bank, very serious violations of financial and tax discipline were discovered there” (chat-conference on, July 20, 2000). In addition to bureaucratic work, Nikolai Yanovich was simultaneously involved in political issues.. In 1999, together with Minister of the Interior Yuri Kravchenko, he ensured Kuchma's re-election for a second term.. In the already mentioned films of Melnichenko there is a fragment where Leonid Danilovich demands that Azarov gather all the heads of the tax office and explain to them that if they don’t collect votes for him, they will be fired. The tax authorities had to come to each collective farm and “explain” to each leader who to vote for and what the consequences would be if this did not happen. Nikolai Yanovich complied with the order, Leonid Kuchma won and by a wide margin.

Journalists of the Internet publication “Obkom” claim that it was on the instructions of Mykola Azarov that in 2002 the tax authorities organized a pogrom in their editorial office. The reason is the publication of compromising materials about Azarov and members of his family.. In particular, the materials dealt with the corrupt activities of the son of the head of the STAU in the Donetsk region. Nikolai Yanovich denied these accusations.

Trolling Yatsenyuk

A couple of years ago, social networks vividly discussed the trolling that was arranged on Facebook by the former Prime Minister of Ukraine Mykola Yanovich Azarov, to the Prime Minister of Ukraine at that time Arseniy Petrovich Yatsenyuk. Its essence is simple – the old prime minister suggested that the new prime minister change places for two years and significantly improve the life of the population of Ukraine in these two years.. The goal of trolling is simple – Nikolai Yanovich very clearly hints that life was much better under him – the dollar was eight, prices were lower, and so on. Arseniy Petrovich did not object in response, and a member of his team Arsen Avakov (read more about him in the article Arsen Avakov: the criminal past of the Minister of the Ministry of Internal Affairs) tried to say something not very intelligible that it would be nice for Azarov to come to the Ministry of Internal Affairs. That is, the response is frankly weak and stupid, since even hints of the use of force and power obviously cause negativity in social networks. Moreover, the Ministry of Internal Affairs did nothing to arrest Azarov. Yes, who is not in the know Interpol is not searching for the fugitive prime minister, and the Court of Appeal of Ukraine restored Nikolai Yanovich's pension and, although the Minister of Social Policy Pavel Rozenko (read more about him in the article Pavel Rozenko. History of the Minister of Subsidies and Pensions) states that the former prime minister will not receive a penny – formally, from the point of view of the law, this decision of his has no legal basis. But in this case it's something else.. We see that Nikolai Yanovich began to play some kind of his own game. And in order to understand what kind of game he is leading and what he wants to achieve, we need to understand who Nikolai Yanovich Azarov is. Now he is perceived, rather, as a political corpse.

About family and offshore business:

Lyudmila Nikolaevna Azarova, the wife of Nikolai Azarov, became the owner of real estate on Rublyovka a few months after the overthrow of the regime of Viktor Yanukovych. As reported, at first the Azarov family left for Vienna – the prime minister had a residence permit in Austria – but soon the European Union put the Azarovs on the sanctions list, and an investigation was opened against Azarov Jr. on suspicion of money laundering, and his property and accounts were frozen. Since April 2014, Aleksey Azarov, together with his father, Mykola Azarov, has been trying with the help of European lawyers to appeal against sanctions against them in order to unfreeze accounts blocked by the EU and remove visa restrictions. In early September 2014, on suspicion of money laundering, based on the decision of the EU Council on sanctions against the Yanukovych clan, the Austrian Ministry of the Interior froze the assets of LPG Trading GmbH, which was engaged in the sale of liquefied gas, and is jointly owned by Sergey Kurchenko and Alexey Azarov. The investigation against this company has been ongoing since March 2014. The wife of the prime minister has a relatively modest plot, much more impressive land on the Rublyovo-Uspenskoe highway is recorded in the wife of the son of Nikolai Azarov. She has owned several plots in Zhukovka since 2014. As for Azarov Jr., -Aleksey Nikolaevich, he is a Ukrainian politician and Ukrainian-Austrian businessman of Russian origin. First Deputy Chairman of the Verkhovna Rada of Ukraine Committee on Finance and Banking, People's Deputy of Ukraine, member of the parliamentary faction of the Party of Regions in the Verkhovna Rada of Ukraine of the seventh convocation. Born on July 13, 1971 in the city of Kaluga. Married, has three children. In the Verkhovna Rada of Ukraine of the seventh convocation, Oleksiy Azarov heads the group for inter-parliamentary relations with Austria, is the deputy head of the group for inter-parliamentary relations with the Kingdom of Spain and is a member of the Verkhovna Rada of Ukraine for inter-parliamentary relations with such countries as Japan, the Republic of Lithuania, the Swiss Confederation, the Federal Republic of Germany , Republic of Bulgaria, Republic of Italy, Kingdom of Saudi Arabia, French Republic, USA, Republic of Finland, United Arab Emirates and Republic of Iraq. As part of the inter-parliamentary activities, Alexei Azarov regularly meets with diplomatic representatives of different countries and international organizations. An extract from the register of Austrian enterprises noted: the son of the Ukrainian prime minister does not live in his homeland, but on one of the quiet streets in the XVIII district of the city of Vienna. Its address is Pötzleinsdorfer Straße, 152-156, building 3. Alexey's wife is Lilia Eduardovna Azarova (Fatkhulina, 1976), an Austrian businesswoman and publisher (in declaration A. Azarova dated 07/30/2012 is presented as a “housewife”). Manager and owner of 50% of the capital (€50,000) of the publishing holding Publishind Deuxe Holding GmbH; owner of “Vienna Deluxe Magazine”; owner of an art gallery in the elite quarter of Vienna's Parkring. In the declaration of Alexei, in fact, no data on real estate is indicated, there are no prices, and there are no locations either. In 2011, Mykola Azarov received an income of 837 thousand. UAH 264, and members of his family – 73 thousand. 274 UAH Nikolai Yanovich owns a land plot (3998 sq.m), a residential building (594 sq.m), an apartment (190 sq.m). His family members own a land plot in Foros (1500 sq.m.), a Lexus RX-400 H car. Azarov's family has 1 million. 550 thousand. 515 UAH The dacha cooperative and the company selling fuel are only the official part of the business of the family of the Prime Minister of Ukraine Mykola Azarov. As the Correspondent writes, the interests of the son of the head of the Cabinet of Ministers extend to a large resort center in Gurzuf and a number of large real estate objects. Also, according to media reports, officially Azarov with his wife and son and several other people own a dacha cooperative in Crimea. In addition, Azarov Jr. is one of the founders of a company that sells fuel. He also has an official position – the chairman of the board of directors of the company Development Group, whose ownership structure is hidden from state registrars. It is impossible to accurately estimate the value of the business associated with the prime minister's family, since the ownership structure of the companies in which Alexey Azarov works is unknown. However, only the declared property of Azarov Sr. is at least $5.2 million.. And the assets managed by his son, according to the most conservative estimates, amount to tens of millions of dollars.

“Development” Azarov family project

Development is a non-public company. The correspondent had a hard time finding a presentation of the group, which indicates that it was founded in February 2007. The firm operates in the real estate market and wealth management. Through the companies “Legart” and “Amalthea” included in the group, Razvitie is also engaged in leasing and insurance business. The company is building a large residential complex Sun City in one of the residential areas of Sevastopol. In total, they plan to put into operation 55 thousand square meters. m of housing. Four buildings in Sun City have already been built and handed over, and three more (with an area of 25 thousand square meters) will be completed by the end of the year. Also, the Development Group begins construction of another project – the Kiparis sanatorium and hotel complex on the slopes of the Bear Mountain. According to one of the largest Ukrainian investment companies, made on condition of anonymity, the cost of such an asset, when everything is completed, will be $ 6-12 million. The official statement of the Development Group says that now one of its promising projects is the construction of a Crimean sanatorium Pushkino 16-storey hotel Pushkin Plaza. The area of this hotel will be 22 thousand. sq. m, which will accommodate 250 ordinary rooms and 12 luxury apartments. Estimated value of the asset after completion of work may be $ 17-26 million. The connection of this project with the prime minister's family goes not only through Azarov Jr., but also through his father and mother.

Pushkin Plaza is being built on the land of a sanatorium owned by the Garant Charitable Foundation. This organization appeared in August 2005 and became the legal successor of another fund, “Professional”, which had special rights for the sale of confiscated. “Professional” was created at the direction of the then head of the State Tax Administration (STA) Mykola Azarov. Among the founders of both charitable organizations, there is no name of the prime minister, but there are the same people: Anatoly Babich, now the director of the Garant, Igor Sotulenko, who in May 2010 was appointed by the government to be a member of the supervisory board of the state Oschadbank, and Gennady Samofalov, the People's Deputy of Regions. At the same time, Babich and Andrey Samofalov's son, until 2007, were co-founders of the travel company Blagovest-Tour-Ukraine, where their partner was Lyudmila Azarova, wife of the head of the Cabinet of Ministers. Now, the newspaper writes, the State Register says that the travel agency has a new owner – a certain Galina Nedodayeva from Kiev. The Garant Fund and the Razvitie Group company are interesting not only for joint projects on the southern coast of Crimea, but also because these organizations are registered at the same address: Kyiv, Basseinaya Street, 7b. The fact that this house can serve as the headquarters of the entire business of the Azarov family is also indicated by the fact that the company Blagovest-Tour-Ukraine is registered here, in which, until 2007, the wife of the Prime Minister, Lyudmila, was listed as a co-founder. The publication failed to estimate the value of the business, one way or another connected with the family of the Prime Minister.. After all, the activities of these companies for the most part are not public.. The estimated cost of the projects – Pushkin Plaza and Cypress – currently under development by a company managed by the son of the head of the Cabinet of Ministers, Alexei, is about $ 22-36 million. This figure does not include funds that the Development Group may receive from the implementation of the Sun City project in Sevastopol.

Azarov's estates in Koncha Zaspa

Enough conclusions here for two book volumes. But if you highlight only the main thing, then we can say that Nikolai Yanovich, like most politicians, does not act alone, his family is a close-knit organism that enjoys the political benefits of his father. Together they establish an illegal business, and launder money, this is a reliable fact.. By himself, Nikolai Yanovich is a man thirsty for power, and as you can see, for her sake, he is ready to carry out any order from superiors.
